Bureau of Land Management Collocation Feasibility Study

As a part of our USFS IDIQ Contract, AKS was tasked by the Bureau of Land Management (BLM) to provide planning services for the collocation and addition of staff at the BLM Roseburg District Office.

The BLM Roseburg Campus has been occupied by the BLM since the early 1970s. Changes in the BLM staffing and space policy over the years have provided for opportunities for more efficient use of the current building. There is also a desire to have a combined facility with the BLM, Forest Service, Fish and Wildlife Service (FWS), and National Oceanic and Atmospheric Administration (NOAA).

The lease for the Roseburg Interagency Office (RIO) is set to expire soon, which houses FS, FWS, and NOAA staff. AKS prepared a Feasibility Space Study to analyze the existing Roseburg District Office and other existing Satellite Facilities and provide solutions through reconfiguration of the existing space and construction of a building addition that would accommodate staff from the RIO facility by collocation them at the BLM campus. Four other existing Satellite Facilities were also studied for additional occupancy to minimize the need for new construction at the BLM Campus.

AKS took the initial information collected during the Site Visit Evaluation stage and identified the existing Base Facility Requirements (BFR) that consisted of existing square footages and quantity of personnel. In addition, AKS identified the BFR needs for the displaced personnel. This BFR information was further refined through two on-site charrettes with BLM, FS, FWS, and NOAA staff. With this data AKS developed two alternative concept solutions complying with the BLM and FS Space Standards for all agencies. A cost estimate for each alternative was developed and recommendations of a preferred alternative were provided.
